Another delay, bail change for Deer Isle woman accused of manslaughter
On Thursday, April 18, Kimberly Phelan’s attorney was granted another continuance in the case against her. Phelan will next appear in court on Thursday, June 20, at 10:30 a.m., according to court documents.
During the court appearance, Phelan’s bail was amended for a third time. Phelan’s original bail conditions included her staying with her father. In February, her bail was amended to allow her to stay with her mother. On April 18, it was changed to the Emmaus Homeless Shelter in Ellsworth. A note in her court documents indicates she is on a waiting list for housing in Hancock County.
Phelan is charged with manslaughter, aggravated criminal OUI and reckless conduct.
Phelan allegedly struck her boyfriend, Andrew Ray, with the couple’s 2003 Pontiac Aztek on Saturday, September 15, around 4:30 a.m., according to information provided by the Hancock County Sheriff’s Office. Ray later died at Blue Hill Memorial Hospital as a result of injuries. According to court documents, Phelan had a blood alcohol content of .15 percent at 6:38 a.m. that morning.
